What is an illicit discharge
Federal regulations define an illicit discharge as, "Any discharge to an MS4 that is not composed entirely of stormwater"
How do I report an illicit discharge/spill
In cases of an emergency to human health or safety always call 911.

To report spills and/or illicit discharges to the township you may either contact the MS4 department or complete the citizens concern form here.

If the spill is large quantity that cannot be handled locally, please contact

What should I do in case of a spill
  1. Assess the risk to human health, the environment, and property
  2. Use appropriate personal protective equipment depending on the spilled material
  3. Limit the spill area by confining the spill using absorbent socks. stop the flow before it reaches a storm sewer inlet or body of water
  4. If possible, shut off the source of the spill by tuning a container upright, or plugging the leak
  5. Implement cleanup 
    1. Use Oil Dri to contain spills that are relatively small in nature and where the spilled chemical and its hazardous properties have been properly identified and assessed
    2. Cover the spill in Oil Dri and all ow the granules to start absorbing 
    3. Work in with a broom or shovel to allow all granules to come into contact with fluids
    4. Add more product until all the fluid has been absorbed
    5. Collect the Oil Dri and dispose of in the proper container 
  6. If the spill is large (50 gal or greater), is uncontrollable, or poses an immediate risk to human health and safety, call 911 and refer to the Spill Prevention, Control, and Countermeasure (SPCC) Plan.
What is the difference between and inlet and a catch basin?
An inlet is a structure that collects stormwater and discharges it to the storm sewer system. A catch basin is an inlet where heavier sediment, small objects, and debris settle and has a collection area immediately below the outlet
How often are inlets cleaned?
Roads and inlets are checked once a week and are cleaned on an as needed basis.
When are stormwater trainings held?
Municipal employees are trained once annually on general stormwater and permit awareness. Additional trainings occur on an as needed basis.
How many outfalls are in the Municipality? Where would I find out about outfall locations
Currently there are 165 outfalls located withing Londonderry Township. A map of the locations of all outfalls is kept in the township office, please contact the MS4 specialists for the most updated version.
How do I determine if a dry weather discharge is illicit?
Not all dry weather discharges are illicit some may form naturally or be coming for a non-illicit source. If you do notice a dry weather discharge it should be reported to the Londonderry Township's MS4 department for proper inspection to determine if it is an illicit discharge.
Where do I find the Stormwater Management Ordinance
A copy of the Stormwater Management Ordinance is Located in the Municipal office as well as the public works garage. you can also find a copy of the ordinance online here.
Where are the MS4 annual reports kept?
All Annual reports are kept in the MS4 office at Londonderry Township's Office Building, 783 S Geyers Church Rd.
Where is the Operation and Maintenance Plan for Municipal Facilities
A copy of the written plan is located in the public works garage, as well as the township's office
